I am doing the Law and Order quest in Amaranthine. I have killed all the groups of goons and the smuggler ran into the house. Went back and talked to the constable and he said whoever is guarding the house will be holding the key. There is supposed the be someone guarding the entrance to the smugglers hideout who holds the key but apparently he did not spawn and I can;t get in. Am I missing a step in the quest or is this a bug? I tried leaving Amaranthine and coming back so it reloads but there is still no one there/

no one else has had a problem with this??? I guess I must really be missing something obvious but there is no spawned NPC near the smugglers house and when I talk to the Constable again and he asks me if Ive had any luck the only reply option I have is "No, nothing yet"
