Hello! I've had ME2 on the 360 since it was released, and I've picked up every piece of DLC for it. However, I just built a new PC a few weeks ago and I was thinking about picking up ME2 on the Steam sale. However, I don't want to pick it up if the DLC that I've picked up for the 360 version will not transfer over. Would I have to buy the DLC packs again? I'm only asking because I've noticed some of the DLC registered on my account is available for the PC version as well, such as the promotional items.

Most free DLCs(like the promotion ones) can be carried to PC but not the paid ones(Overlord, Katsumi, etc).
Though you can get all DLCs(paid or free) free on PC through some not-so-legal ways. Please note that I'm not encouraging you to do so and just telling a fact.
If you have the spare money to buy an extra copy of ME2, then you probably won't mind spending a little more to buy all the DLCs
