I bought Overlord and installed it, but when I start ME2 I get the following:
"Unable to authorize the listed DLC. Please log into Cerberus Network with the account used to purchase the DLC Overlord."
The problem is, I am logged in with the account I used to purchase Overlord and I do not even have another account. All other DLC I have (free and paid) is working just fine and so is the connection to Cerberus Network.
Overlord unable to authorize

Then the problem is probably on EA's end, and you'll have to contact them. :/

It removes the error message but doesn't fix the problem - Overlord is still inaccessible in the game.

with "inaccessible" you mean no in-game email with the mission intro? No new label on the galaxy map?
Have you tried downloading again (direct link) and maybe re-installing the game, patches and DLC?

Yes.
I'd rather not reinstall everything unless there's no other way (too lazy

Just to say I solved this by logging out of the CN and logging in again, then reinstalling Overlord.
