Having the same issue with the same error on Mass Effect 2 with the Overlord DLC. Biowares DLC service for PC is probably is ridicilously bad and embarrassing. Escpecially since any of you guys seems to have been given properly assistance in the issue.
Thanks Bioware... this reminds me why DLC is a tragic marketing afterthought and an insult to the consumer. Fool me once...

If it helps anyone else suffering from this error
I was facing the exact same problem reinstalling to a Win7 64 system
What helped me was an upgrade of the .Net Framework to Ver 4.
I hope that resolves some of the outstanding issues.
