Perhaps the females rule, allowing the men to engage in the warfare. Maybe the men are mostly seen because the females are too valuable to place in harm's way.

According to Bioware:
1) the only female race in existence is Asari
2) but they aren't female
3) Male Shepard can't have s/s and female Shepard only if it's hidden
4) But she can date a frog, a bull and a door
5) And finally, if men work for women or in a female enviroment they became gay. Even if they are Krogan
