So I just finished Garrus' loaylty quest and got his reach and flexability story and I should have an option to start the romance right? Except it's not there and he keeps repeating the same converation over and over again, not even calibrating! I don't know if this makes a difference, but she's an imported ME1 character that left Garrus standing in C-Sec for the entire first game and I'm a renengade, ah how my eyes glow. However we ended his mission in the nancy way because well because.

You already romanced him. Just wait for suicide mission to get him in your bed.

Off the top of my head, there is an option that says "We could ease stress together", which is unlocked towards the end of your first conversation with him after his loyalty mission. Go for it. Then keep talking to him inbetween missions, while carefully choosing your words. You'll snag him eventually.

The stress together is in that conversation however it's just not showing as an option for me.
LorDC no I didn't, I've done the Garrus romance before, for my achievement I know what's meant to happen, something has stuffed up. Or he hates my scars and callous attitude towards sentient life. He doesn't want to love me!

Well, that's weird. Perhaps you flirted with someone else or something? There is no reason for that option not to show.

Nope, not spoken to anyone else. No one else worth speaking too. And he was with me when I told Kaidan to stick it up his jumper so to speak. Maybe it doesn't like you leaving him out from the first game? Or the DLC messed it up?..

Meh it doesn't matter now. I decided to start over with another Shepard who didn't leave him behind. We'll see how that goes, if not I'll know it's broken.

If you didn't have him as a squadmate in ME1, you can't romance him.

The romance depends in part on your familiarity as friends/comrades. If you didn't have him along in the first game, the basis just isn't there.
