I have not looked around the toolkit extensively, but have played around with it a little and have a question or two.
I was going through the area tutorial on the wiki and it has you load a area to add a NPC and quest, etc and was wondering since it seems it is the only way to do things?
is there no way to create your own area from scratch, and place buildings, ruins, etc? Or do you have to open areas like that if you want to and just use those areas for creating your own levels?
If you can create and paint your own areas, how do you do that?

Create a new level. File --> New --> level. Once you have created a level you can then use that for your area.

Thanks for tip Stuntpope, i was annoyed myself when i tried creating areas and seemed to have to select an already created level... this makes sense now

"Levels" are the visuals for an "Area".
Create a new Level. Add stuff from the "Models" palette button. Remember to select "New Room" when trying to place anything.
