You have one of two very different problems. The most common is that you have failed to update your video card for six years, and have a video card so old, it simply cannot work at all.
Secondarily, and very rare, a great deal of the necessary communication inside of Windows is corrupted, broken, nonfunctional. If you do have a video card no older than three years old, and no punier than a Mainline gaming level, you can try the first three things that are likely to be broken, starting with the video drivers, going from there to Dx9, if the drivers didn't do it, and from Dx9 to reinstalling the game, if necessary.
If that hasn't worked, Windows is so screwed up that the entire OS needs a repair Install.
