Like the title says.  I have lvl 2 coercion and 19 cunning and can't get the pursuade check to work.  Has anyone gotten it?  Anyone know the minimums for convincing him?  Are there any ramifications for pursuading him - like pissing him off and not wanting to barter anymore, etc?

I did it. He was slightly pissed, but got over it.

yeah if your an elf. otherwise, you need lvl 3 or higher persuasion.
