The point about being a Spectre is that your missions are protecting Citadel space. The Council can guide you, but it's ultimately left to each Spectre to find the threats to galactic peace and thwart the attempts. Is Garrus capable of finding these threats?
I'm not saying he couldn't be a good Spectre, I'm just rather curious to know what kind of Spectre he'd really be. It's not enough to be extremely good at what you do, you have to be extremely good at finding a way to apply that knowledge to bigger causes.

Why not gice spectre Garrus a ship and team of his own in ME3? We could switch between controlling team Garrus and team Shepard.

I've always loved the idea of Garrus coming into his own on ME3, stepping away from his dependence on having Shepard around to really make a difference in the galaxy. Okay, I know people feel that Garrus's and Shepard's strength is as the unstoppable duo, but ever since ME1, I've wanted to see Garrus really meet his potential. To have him command his own team to support Shepard's battle against the Reapers is the ultimate evolution of the character to me. He's gone from the mentored to the contemporary. This is assuming Shepard is doing a rather direct assault on the Reapers, though. If I were Shepard, I'd want the best and most trustworthy taking command of various battalions. And Garrus has always expressed an interest in battle tactics.
As for being able to control Garrus's team, not exactly sure about that. I did have a lot of fun taking control of the other squadmates in DA:O during the final battle, but that was a snapshot of the larger story. And there was that moment of controlling Joker, though that was pretty straightforward. I wouldn't mind taking control of Garrus and his team during ME3 for a brief encounter, but I wouldn't want to keep alternating between Garrus and Shepard. There are too many squadmates that I love to give any one that much focus.

He's got the mindset at least. His main problem was it was just him and a ragtag group of down on their luck dudes, that's why Sidonis was so easy to turn.
Yeah, he does have a ways to go before being true spectre material, but he has the potential for sure.

Garrus is basically a Paragon character, which is good for the people. He's a badass yes, but only against criminals. I don't think he is selfish or bastard. He couldn't become like Saren even for a bet!
He has a strong sense of justice: like Spectre, he could accept assignments ensuring peace in the galaxy. The galaxy will always need help, even after the Reapers. Evil will exist forever, is the harsh law of life...

It's used far too much as a chatroom for my liking. Also, I can have a deferring opinion rather easily on most character support threads. It is the default assumption on the Tali thread that 1) you couldn't possibly romance anyone else and 2) her story trumps all. I can't work with that.Cra5y Pineapple wrote...

I hadn't noticed us or the Kaidan (or even Thane's) thread getting grumpy with newbies. Course... I don't visit other threads, even if I do like all the characters.
