I think it was a case of Bioware betting on the wrong horse really. Judging by the amount of dialogue, the varied options during dialogue, the physical intimacy shown, the post mission scene and the infamous "tone" femshep uses during conversation, well, it's painfully obvious Bioware assumed he would be the popular pick of the male romances. Maybe they thought he would be a male Miranda? The lads were very appreciative of her so maybe they thought we'd react the same way about Jacob? "He takes his shirt off AND he has tight buttocks! What more do we need!"

It’s very funny how bad his reception was though, really, it was an epic fail beyond belief, even non-femshep players disliked the guy. This is because he seems to be the only character that is disliked in ALL aspects. For people that didn’t like Kaiden for example, there were people who loved his romance, and for people who didn’t like his romance there were people that found him useful as a squad mate. Jacob, didn’t have this and he seems to be unique in that regard, his romance was poorly written and embarrassing, his character lacked any charm or interest and he was the least useful squad mate. His problem was that he lacked any redeeming features.
It’s sad too, everything went downhill for the guy when you speak to him for the first time on the Normandy, before that, I genuinely thought he was cool , mysterious and he had potential but even now I STILL won't talk to him because I never want to hear "I thought we could talk for a bit" again. Isn't it ironic that the Male romance with the MOST content and attention given to it is the most ignored? While the “fan service” romance, resonated so well with its players and is arguably the most popular femshep romance in ME2? I hope this support will give Garrus an equal amount of dialogue in ME3 next time round and also show Bioware that his romance means a lot to the fans. I’d really hate for them to not put effort in because they don’t “get it” you know? Even if the personal opinion of the majority of the staff think the reaction to Garrus is “weird” they shouldn’t use that as an excuse not to animate affectionate scenes or give his dialogue proper attention.
