I honestly don't know what they could come up with as a storyline for Garrus in ME3. I'm under the impression that, since the Reapers are, almost literally, at the doorstep, it would be kind of odd to have completely unrelated scenarios for the sole purpose of meeting his father. Much as I would laugh at meeting a grumpy Papa V...I just don't feel he belongs in the plot of ME3 at all. Maybe I'm wrong, but it's just the impression I have.
@ Sialater: I know Kaidan only says "I loved you" in the past tense, but it wouldn't have been appropriate to say it in ME1 (and yet he still almost did), since it was too soon and not exactly under the best circumstances. And then in ME2, Shep's been dead for 2 years and is seemingly a traitor. I still think that he'd be the kind to say the words in calmer times, when he's more secure about the relationship.
@ Collider: I always had the impression that people mostly hated Carth's guts. I've only seen a select few saying that they liked him. Of course, that doesn't apply to Alistair, lots of people (especially female) are all over him. As for Zev, I'd call it a niche following. The people who do like him think he's great, but he's the least favourite LI of the DA:O bunch.
I agree that Miranda and Jacob were designed as the sexy romances, mostly to appeal to the casual gamer crowd (especially Miranda, since there are more casual male gamers out there). And while I can definitely appreciate her curvaceousness, there really is no need to shove her butt into the camera. It just feels odd, especially if you're playing a FemShep (since most of FemShep's possible LIs are straight).
Jack does cater to a niche in the whole "tough girl + full-body tat + shaved head" department, but if you just look at her face, I think she's the most beautiful human female character in both ME games. She has absolutely gorgeous eyes and lips. By contrast, Miranda's face didn't transition quite so well from Yvonne Strahovski's.
