I always got that vibe from paragon Garrus in ME1. He is genuinely impressed by Shep being a paragon. He's just never met a paragon that both gets the job done and has good reasons for doing what they do. I think it blows his mind a little.
IIRC he's also impressed if you choose the Renegade answer, because either one will let the workers leave.

Yea, but sometimes you get some paragon points mixed in with renegade for doing a paragonish thing in a renegade way. You can just shoot them there if you want. The point is he was impressed you found a way to think outside the box without just bulldozing your way in. Wrex grumbles that it would faster to just shoot them. But Garrus always acts like not shooting them is a good thing.
