Independently of whether you've actually romanced them or not.
Which can lead to awkward situations: you could be romancing Garrus, but if you've got Jacob and him in the party, and Jacob's in the left slot, you'll still be hearing "Operative Taylor" from the ad.
I remember that ME1 elevator convo where Garrus compliments Kaidan on his biotics. Can't remember which playthrough I got it on, but I definitely remember hearing it. I don't think I've actually heard the one about the turians keeping L2 implants though.

As much as I love listening to Garrus, there were a few - will try to recall them and get back to you. Off the top of my head:
- ME1 elevator convo with Tali where he hopes the quarians are "properly contrite." He managed to be pretty tactless about quarians and krogan in the same breath. I was, like, do at least try not to offend the shipmates! It doesn't ultimately bother me a whole lot because stuff like this keeps him from turning into some Marty Stu, and in context it highlighted the young, rash side of his character. I like to think his views have become a bit more nuanced since then, and I was delighted to also see instances of him speaking with restraint on controversial topics (e.g. the Saracino encounter).
- A lot of the Garrus combat lines kind of get on my nerves. The ME2 ones tend to sound very different from "calm" Garrus, for one thing. Also, I kind of feel like it's one thing for me, the meta video game player, to be all celebratory when I blow someone's head off, but I feel kind of bad when, as a role player, my squadmates are all like, "KILL "EM ALL!!!" It's not that I don't appreciate the need to be spirited, competitive, and unwavering in combat, but I experience some of those lines as bordering on schadenfreude and undermining the message throughout so much of the game that choosing to kill (or to risk the consequences of not killing) is a ponderous thing to live with.
- In ME2, when returning to the Citadel and talking to Captain Bailey about Bailey's willingness to take procedural shortcuts, Garrus simply says, "C-Sec has changed." True. But has it changed for the better or the worse, dear Garrus? Or have our long talks left you confused as you re-examine your assumptions? Well?
- This one is minor, but actually, right before that, at the docking area with the customs officer there's a "Talk to Garrus" button which makes him talk about how the Wards are just as seedy as they used to be. He says with a certain conviction in his voice that policing the Citiadel was "a terrible job" and that that's why he left. Terrible job? That was it? It felt a bit OOC to me since he always struck me as someone who was actually very passionate about his job, maybe loved the ideal of it too much insofar is it concerned justice such that he could not abide the limitations of lawful order and procedure when they got in the way. If he hated aspects of his job, he had been willing in ME1 to talk about them. I understand that Garrus may be angsty and bitter at this point, but I felt like I needed the precise emotional nuance they were going for to be more clear for this line to work.

The ME1 convo about quarians being properly contrite comes to mind as a major offender. I know seeing things in black and white is one of Garrus' main traits, but that was really just offensive. Another ME1 convo that annoys me is on the Normandy, when he mentions that they shouldn't give Saren the chance to get away when they catch him. Shepard tells him that if they simply kill him, they'll never understand his motives, and Garrus first says "yeah, you may be right", but then proceeds to say "do you think there's something to understand? other than the fact that he's a raving lunatic?" Again, too trigger-happy there, Garrus. I can understand him having that reaction with Sidonis, but with Saren, it just sounds overly zealous and close-minded. It's not like Saren did anything to him personally. And he might genuinely have had a good reason for doing what he did.
In ME2, some of the combat lines where the squaddies tell you what to do annoy me, but that's not necessarily Garrus-specific. I just remember him telling me "we need heavy weapons to take this thing down" against the Oculus repeatedly on my latest playthrough. No, Garrus, we don't need heavy weapons, I have Reave AND Incinerate, and you've got AP Ammo...
Other than that though, I can't think of any Garrus ME2 lines that annoy me. There's not enough of them, though, that's for sure.

In anticipation of LofSB, I recently imported an ME1 character who romanced Liara, and is now romancing Garrus forthe dramascience! It reminded me that I was completely irked that he never said anything about your ME1 LI, especially when you start the romance. He'll mention the "stupid love triangle" thing if you're also trying to get into another ME2 LIs pants, but not one word about an established relationship (which you're never really given the opportunity to officially sever).
Even a simple, "What about Liara/Kaidan?", would've sufficed.
Just wait until Liara randomly smooches you the first time you meet her again. I was half expecting Garrus to yell at me afterwards (I had already started his romance). But there was nothing. So he either dozed off for a bit there, or he really wants a threesome with Shepard and Liara.
