Did you recruit Garrus in ME1 in that playthrough? Because isn't it possible to not meet Harkin in ME1, or am I nuts?

Depends on your ME1 playthrough. I usually get Wrex first, which will bypass Chora's Den and the meeting with Harkin because then it's Wrex who tells you where to find Garrus.

But if you're not recognizing Harkin when you know you got Garrus first, I dunno. That hasn't happened to me.

I got this on one of my playthroughs too - I think its depends on whether you talk to Harkin in ME1 or bypass him to get the info you need.  I kept trying to talk to Harkin in that particular playthrough (even though I didn't need too) and the stupid drunk wouldn't converse with me.  When I imported that Shep into ME2 I got to whole "who's Harkin" thing.

Maybe when Shepard was rebuilt Miranda and co. couldn't recover the memory of Harkin, no harm done.

This happened to me for 1 reason.

I introduced myself to Wrex first, who told me where to find Garrus in ME1.
So I never actually went to talk to Harkin.
So the game thinks I had no clue who the drunk is.
Which is fine by me, because Garrus tells you he's going to give Harkin's kidneys a friendly thumping.

You can get those really bad plaque encrusted teeth where if you take your finger you can just flick the plaque right off. Though most often it seems the plaque is the only thing keeping the teeth from falling out.

I wonder if Turians aren't the huge carnivores their teeth make them out to be, if they have to do a pretty thorough regimen to keep the teeth clean in other ways. Like filing with a diamond tip for that pointy fine sheen.

Yea, if you get to Wrex first (or Pallin too maybe?) then Harkin gets all "raaaaaaaawrg" and won't talk to you.
It's silly.

The fact that Harkins a complete wanker in ME1 (even in my playthrough where I didnt talk with him I knew from previous plathroughs he was an ****) certainly makes the beatings more a warm fuzzy moment for me in ME2.

I usually get Wrex and Garrus pretty right after the other. If I get Garrus first, I immediately take the elevator to C-Sec and then get Wrex. If I get Wrex first, I go straight for Dr. Michel's clinic. So really, the deciding factor is how I prefer going about it. I did a playthrough where I got Garrus first specifically so Shepard and Harkin would know each other in ME2. And you get a brief encounter with Wrex at Chora's Den with it.

But I really love when I get Wrex first, he gives that deep laugh when the C-Sec officer threatens to bring him in, and he tells the officer "I want you to try" before pushing him aside.

I have always been 'slimed' by Harkin; this ME1 PT I made sure not to meet him to get the kidneys line next ME2 PT.

If I remember correctly, Shepard has the option to visit Harkin or that information broker, right? I've only gone to see Harkin, but my Renegade/Renegon would be more likely to go the other route. Not a fan of people like Harkin, but doesn't mind shady organizations. (I wonder if it'll make any difference for Shepard to give the Shadow Broker that information on Cerberus, besides making my Shepard want to facepalm over that mistake.)

I guess I must have recruited Wrex first in my last playthrough instead of Garrus? I got to see that scene with him talking to the C-Sec officer... but that wasn't the first time I've seen it. Well, at least the next Shepard will do it differently.

Yes, those are the choices. Barla Von or Harkin; the Harkin objective is checked off if talk to B.V. even if haven't talked to Harkin.

I have never given the Shadow Broker the intel and I wonder if anything different comes of that in ME2. Is it worth doing 'for science'?
