That bothered me a lot too until I looked at it from Shepard's perspective. Garrus makes it pretty obvious early on that he's mainly focusing on the sex aspect, which I like to think is because he's still trying to even grasp the concept of a true relationship. She has to pick up on that and not force an issue Garrus is clearly not ready to discuss. The first "looks like you're carrying some tension" joke I can forgive, since it seems to be mostly a transitional line.
Besides, think about the brief times when Garrus does seriously test the waters of a relationship. Shepard responds very easily.
"I want a few moments just for us before the throw ourselves into Hell for the good of the galaxy."
"I want that too, Garrus."
"Look, Shepard. I know you can find something closer to home."
"I don't want something closer to home. I want you. I want someone I can trust."
That doesn't sound like sex-driven talk to me. Shepard speaks seriously only when Garrus invites her to; until then, she'll stay in his comfort zone.

With Fem/Shep at least we know that at the conclusion of the romance (after collectors and then do the Shadowbroker DLC) that she DOES like or at the very least have very deep feelings for Garrus.
Again i say when Liara asks Shep if she's doing this for Garrus' sake, Shep responds that she'd like to give him a chance at happiness and that she'd never thought she'd find peace in the arms of a turian. i'm pretty sure that their relationship at this time is just testing the boundaries, so if Garrus does say the three magic words in ME3 it'll mean so much more.

Mordin at the end calls you "human" like in a disrespectful way if you don't pick him. Someone left in the comments that Garrus calls you "human" at the end of ME1 if he wants to save the council and you kill them anyways.
On my first playthrough he wanted me to kill the council while Kaiden wanted me to save them. I decided to kill the council (partly because of Garrus) and I never got the dialogue since he wanted me to kill them. Has anybody got this dialogue? I doubt that he would respond to Shepard like that so I think the person who left the comment was mistaken. I can't find a video so what to you guys think?

Not too sure where to get that specific dialog myself, but if you wanted to check if it was there, all you need to do is bring someone more Renegade than Garrus on the mission, either Grunt or Ashley, I believe...

Yeah, problem is I'm planning on saving the council this playthrough. I could reload a save and try something different but I don't want to transfer the renegade choice to ME2. I don't know when the choice is flaged to bring into ME2.

I was not a fan of the character schizophrenia in ME1; how characters' flagged responses completely changed sides based on what other characters were present. Garrus should have the same opinion on saving the council whether I have Wrex or Liara with me. The only thing I could see changing the dialogue spoken by the followers would be Shepard's own influence during their conversations.
I'm glad they fixed that for ME2. Hopefully we'll get more talk from the squaddies on missions for ME3.

I also think the game would be much improved with Dragon Age-style banters at key points. Those interminable elevators were good for something!
At least we get the nice hospital comment from Garrus on Tuchanka. That's made me lol hard the first time I heard it.

I killed the council (wouldn't have done so if I'd known at the time that it was possible to let them live and not suffer any penalties to the final fight), and had Garrus and Tali on my team. Garrus advised against it, Tali said let 'em toast. And Garrus did indeed make the "human" remark. It made me very sad
...I do believe I still have a pre-deciding save, if anyone wants me to record it.

And yeah, I'm a bit upset about how those who chose to focus on Sovereign were punished for it, while people who saved the Council got virtually no consequences at all. When I decided to full-out on Sovereign I wasn't thinking about how many human lives would be saved; I was thinking about how many lives could be saved period. Instead, my MainShep now has to watch as her species gets grabby with power while she get treated like that's what she had planned for.
To top it all off? I learn that if I'd saved them, humanity's position would still be considered just as powerful by Cerberus...with the bonus that a bunch of aliens didn't hate me.
And Garrus threw a racial slur at me.
Sucks.
