I had always had the understanding that Mac Walters was one of the main writers for Garrus (and a couple others). I don't have anything to substantiate this, unfortunately, but I'm fairly certain that's what I recall being said.
Still searching for evidence. D;

Okay, this is attributed to Patrick Weekes with a LiveJournal posting under "Pats_Quinade"
On 9/11/2009 he stated:
"I don't think there IS a canonical answer, but the intent was always that he was a relatively inexperienced C-Sec officer who had enough experience under his belt to be frustrated with the system. I'd definitely say under 30, provided that works in terms of turian training."

Someone link this on the OP, quick! XD It took me a while to find it.
So, at the time of that posting at least, there was no definitive age set in-house for BW, just a general guideline. Weekes' guess was for "under 30...provided that works in terms of turian training."
Now we need to figure what is considered "turian training." Time's passed since this post by Weekes, so the question becomes: what would they have considered "turian training?" Basic? Mandatory service? When did the canon for 15 years' mandatory service come into being?

Well we know he has done some of his mandatory service, what with the whole "reach and flexibility". I doubt he would be sent to deal with batarian pirate squads if he was an inexperienced rookie.

Why must Garrus be such an exception all the time? Or at least it seems that way. Every other squadmate seems to have more info freely revealed...we have to scramble for something as basic as his age...and even then, the closest we get with BW, we're still just left with a big question mark.
@Aeowyn: We still have the armory full of Rachni. They're waiting next to the torches and pitchforks and they're very hungry by now.

And I agree with Eradyn: We don't know as much about Turians like we do with a lot of the other races and because of the lack of Garrus dialogue in both games there is a lot of stuff we don't know about him that could have easily been brought up. It makes me a little jealous of other characters because it seems that Garrus doesn't get as much as them. Hopefully by the end of the trilogy though(Since I doubt he will be in any other ME game) we will get much more Garrus info like his age and hopefully he will be a squadmate again.

What's worse is that BW is probably so trained and conditioned to keep secrets that they STILL wouldn't crack even under the threat of fan-administered torture.

That's just it, isn't it? We have a turian companion and we see lots of turians but we really don't get a good idea of what their culture and life is like. Yes, the races that we see the most are asari and turians but we know very little about turians compared to other races. The only races that we know less about then turians are races that haven't been squadmates, I think(and maybe Salarians). I'm dying to hear more about Garrus and turians so hopefully we will in ME3.
I was pretty sure that we would see Palaven but then I got worried; I was thinking that since turians are a council race what if we just have to get the council on our side and we automatically gain the help of the turians, asari, and salarians? Then we wouldn't even have to go to Palaven(and miss out on possibly meeting Garrus' family). We even seen more of salarians then turians since we were at the salarian STG camp in ME1. I remember someone saying that BioWare said that they were thinking about doing Palaven for DLC or ME3 but I don't have a quote of it so I'm not sure. I will be very sad if we don't go to Palaven.

I do think it's interesting from a design perspective that the turian we get as a squaddie isn't very representative of the species as a whole. Tali, Legion, Mordin...all much more "standard" members of their species to a certain degree. If party members are supposed to act as narrative ciphers for the IP as a whole, Garrus is a little broken in that regard
