My first playthrough was a colonist, sole survivor, now THAT is definately too much drama for one character. I definately prefer the Earthborn background, I like the idea that Shepard isn't just some dreamy eyed marine who has had it easy. She has roughed it and worked for what she got. And that perfectly relates to Garrus after Omega.
Before Omega, I think he may have related more to the War Hero's past because of the mentor-student relationship they had in ME1.
I have yet to do a spacer playthrough, but I am intrigued to meet Hannah Shepard...

About backgrounds: It's interesting that so many Earthborn Sole Survivors romanced Garrus. My FemShep isn't one, but that MaleShep I mentioned who is Earthborn Sole Survivor was also my first playthrough. I have a Colonist Sole Survivor planned out, but I like tragic backgrounds for my Shepards. In some ways, he's more sane than my Earthborn Sole Survivors (I have two, both are extremely paranoid). Poor guy can't romance anyone though. He has a bit of an "everyone I care about dies" mentality. A badass female turian could totally change that though.

I usually kill the collectors with Garrus and Thane and get Miranda to lead the final squad (Garrus leads the others.) I just have to have him there with me for the final battle. So usually, I catch Garrus and Garrus catches me.
And I still remember that thread Pacifien posted here

I think any background would work equally well for Garrus. I'd say it mostly depends on personality, but all of our Shepards have completely different personalities. So really, it depends on recruiting him, not ignoring his personal mission, and being Shepard. xD

I always took Thane and Garrus to the human reaper battle and the hold the line score was high enough without DLC for no one to die. Who was the leader holding the line? Was it Zaeed? I hear he can make it work.Sialater wrote...

And Sia, I forgot that Jacob is a successful leader for holding the line.
But I am so glad that Garrus has such an epic role in the suicide mission, he deserves it. He is most suited for squad leader in my opinion, and I think if Garrus is Shepard's co-leader, then he can develop to his full potential in terms of leadership.

Forgot to mention that. I sent Mordin back with the crew - this was before I knew what killed off each squadmate, and Mordin's death holding the line was still thought to be random. Every time I've replayed the final battle, he was already sent back, so I guess it's easy to forget. xD But yeah, that score is low enough for one squadmate to die, and the unloyals are first in line. Miranda was my only unloyal. It didn't happen in my first playthrough, only when I was testing a bunch of catching combinations. For the playthrough I'm talking about here - no Zaeed and Kasumi, Mordin back at the ship, Garrus and Thane at the final battle, and an unloyal Miranda in my hold the line group - 13 points from 7 squadmates, which makes a score of 1.8, means the death of one squadmate.

Actually Kim, on my first playthrough Miranda died for me too. This was before I knew all the combinations. I had Miranda unloyal because I stood by Jack, she was in the right anyway. I had Samara lead the first team, and sent Legion as my tech specialist, so he got killed. (Miranda said Samara was an excellent choice, so this is why you don't listen to her!)
Grunt went back to take the squad. I assigned Samara as squad leader again because I didn't know about the connection between her being the squad leader and the tech specialist dying. And Miranda thought she was the perfect choice (LIESS!!)
I took Garrus and Thane with me to the collector battle - my deadly duo. And I returned to see Miranda and Mordin both dead.
And that is how I got Miranda accidently killed before having a clue what all the scores and assignments should be. Of course, my main playthrough has everyone surviving. I want to see everyone's story arc, even those I'm not so keen on.
As for Garrus' leadership potential, well, that is why you can play as him in place of Shepard
