It's the cheekbones. High and pronounced. Also, the mouth area.
As for the fringe...why not make it like a male turian's, except the "horns", or whatever you call them, could curve downward over the back of her head and come to a point pointing straight down. It might invoke a more feminine appearance of 'hair' if you will. Just a thought, though, it might be a bad one.

No Turian video, but there are a few interesting bits in the others. In the Asari video, Mr. Rhodes makes the comment about Turian markings being 'painted right on the bone'. Whether or not that's lore-accurate is debatable, but it goes with the theory that it is painted on, in a sense.
They also comment that they're working on new, never seen before alien stuff in ME3. ::hopes hopes hopes for females!::
ALSO! On an unrelated note, I didn't know there was a Garrus playlist! Someone should put it on grooveshark for easy listening.

Turians kind of look like country bumpkins compared to the protoss, though. But that's because everything protoss must be big, shiny, and mystical. I think I prefer the more pointy, rusty, utilitarian look--the turians don't try so hard to show off.
I have such a girl-crush on Selendis it's ridiculous.

If you haven't seen Gargoyles, I really recommend it. It's basically nothing but monster dudes fighting mythological crime while getting screwed with by Commander Riker.
As for cosplay, there's a style of cosplay that's popular now, I can't remember what it's called, but you basically wear "normal" clothes stylized too remind people of a particular character, without reproducing that character perfectly. It's mostly used for nonhuman things (like Pokemon), but I've seen it used to make casual versions of more intricate things (example of it here, with some characters I know Cheez will recognize, at least). I want to make a proper commander Shepard at some point, but armor takes skill that I do not have. So I've been thinking of doing something stylized like this..,. maybe a sexy Mordin instead of a sexy pikachu.
That said, man there are a lot of good Garrus cosplays out there. More than I would have imagined.
