I think he was definitely intrigued when Shepard first brought it up and was willing to give it a shot for Shep...but if you turn him down after that, he's cool with it. Like he wasn't too emotionally invested and still sees you more as just a friend than a romantic partner. Yet that paradigm shifts with subsequent conversations as he puts more thought into it. The break-up dialogue shows progressively more disappointment with each advancing conversation until you get to the actual romance scene where he's completely emotionally invested in Shepard, that he honestly opens up to her about his fears, concerns, and hopes. If you break up with him (and you are the most horrible person to do that at that point) he is genuinely crushed. He was so emotionally invested he was willing to show vulnerability. With Garrus, that says a lot...and that is why breaking up with him at that point is evil of the not-cool variety. What speaks even more for his character is that, in spite of Shepard kicking him with spiked steel-toed boots while he's down, he's still there for her.

I liked that he wasn't wearing armor (and the blue color was adorable), but it looked like the devs just used the default Turian civilian clothing model for him. The light armor in ME 1 isn't heavy and hugs the wearer's skin tightly, so you can see that Garrus is way more toned than random civilian Turians. I always liked that the armored Turians like C-Sec guards had different body type than, say, the council member or whoever else, but having Garrus wear that wasn't perfectly consistent with his body type. Better that than having the armor that makes hugs impossible, though! Maybe in ME 3 they will make a new casual wear design just for Garrus. One can hope.
Edit: Although now that I try to think back, I'm not even sure anymore. Obviously I ought to replay ME 2... for science.

@Eradyn I agree with Cheez: that is a great analysis.
Honestly, the progressively more involved breakup lines are another reason that I like him so much. The first time I romanced him I accidentally broke up with him early on. The early breakup is something like "I want to be your friend" and since, at the time, I thought we had a whole friends with benefits thing going on, I thought that response was meant to embody our "play it cool" thing rather than initiate a breakup. I reloaded of course, but it was interesting.
And of coure, when I watched the other rejection dialogue on Youtube it broke my heart.
As for the outfit, I honestly feel like ME2 and Thane was Bioware's way of saying "Garrus what you really wanted, right ladies? You just wanted a hot male alien, and we'll provide that. We'll give you this guy, put him in a nice leather outfit, give him a chest window and actual lips, and you'll definitely pick him instead. Especially if we put Garrus in hilarious pajamas and make him act incredibly cheesy. Right?"
And a million fangirls answered: "No."
(At some point I need to go back through my save and find out when the last save where I can do the "friendly breakup" is. I need to split a copy of my "firstplaythrough cannon" save off for Kaidan, and I'm debating whether or not I need to go back before I started the Garrusmance.)

Good timing, I made it to another quote of yours that made me want to say a thing:
Plus, he said himself that Shepard doesn't make him uncomfortable. He's nervous and unsure at the beginning, of course. It's completely new territory for him, but you can see him starting to like the idea. And as Bolboreta mentioned it, I'll never forget that "Yeah, definitely."
This made me have some thoughts. There are some people who mostly just hook up. They're charming and handsome and can get away with it, so they don't have any reason to risk getting in deep. It's possible that Garrus has just never really gotten involved with someone he already knows this well and respects this much, and that's what makes him lose his cool. Developing a real relationship rather than just charming the pants off of a stranger? Inconcievable! Sort of the opposite of Kaidan, who pretty much says that he really only gets close to women he's fallen in love with.
