If 1) then technically it would be very possible to do though I don't know of any such editor right now.

I was just wondering if you could do this for DA:O also and if there is any kind of Save editor to support it

I've done a piece of code that translates a PC savegame to a XML file and can then put it back together into a working savegame. Now the problem is it's something I've done for my personal use and it's really everything but user-friendly and not particularly efficient but it's better than the toolset to do some specific things and it doesn't run out of memory on big savegames.
While it could be modified and used to alter 360 savegames, there are things you probably can't do (anything that involves an override folder, I don't think there is one on the console versions).
So um.. what is it you're trying to do, specifically ?

Yeah i agree comepletly, I doubt one will be made though since PC users have the toolset :/
Main reason for me is that the ingame character creator produces nice results but as soon as you enter the game it looks completely different.

Been looking everywhere for the Hex Editor... but can't seem to get it working.
Wha I am trying to do to my console saves is 2 things:
Start with a designated amount of attribute points, AKA be able to change the attribute points without weapons or anything.
and
To open up specializations from the beginning, my game still has trouble with them. I can unlock them in one career but they only stay open for that character and dont cross over.

regarding specializations... I gave up on them, they are the reason why I never passed DA more than twice... I heard of the hex editor maybe providing a solution but
My specializations only unlock to the career they were unlocked in.
My Mage Unlocked all mage specializations, but my new tank, when I level up Morrigan every mage thing is still "not unlocked yet".

Been at it, since early last morning... and have not been able to do anything. Way too complicated for some reason.
HOpefully someone will do a save editor type of program.

2hrs isn't bad, I just spent almost 3 trying to edit a character that was done the game.....lol. That really sucked, but I figured that if I ever get the expansion I wanted at least one pimped out character to play around with once I had beaten it normally, got 5 sitting there finished already with nothing to do.
The reason no one has made an editor for this game is because nothing is static, your armor, weapons inventory etc move around so much it's impossible to find them in the same spot. The reason it's easier at the start is because as you go through the game the info for every npc's armor and weapons is stored on the save, if you do it right off the start, you can play around with the dlc rewards and swap your armor quite easily. You don't actually get the effects that many armors have, but you do get the defense and look.

And this would seriously be of great help. I mean, last time I hex edited, I got a little too impatient and ran across a couple of glitches. (I got 6 of all weapons\\armor\\quest items in my inventory, my characters stats appear to be negative despite behaving otherwise normally, still increasing with points added and such while not changing visually). Itd be great if such an editor for DA:O would allow inventory changes, adding/subtracting item bonuses, etc. Dunno how anyone would go about doing that.

I desire this, simply because I made the mistake of buying DA1 for the 360 originally.
(I was under the impression I could only get the blood dragon armor for ME2 on the 360 if I had DA for the 360.) I am now getting DA2 on the PC.
I want to get whatever story elements to carry over that can, but it would require me to somehow convert and/or create a finished save game that matches my choices in DA1. If anyone creates a way to do so, that'd be great.
