I know it has to be at 100% or more too shoot, but I have 4/5 Heavy Weapon Ammo Upgrades and I even threw on the leggings that give me 10% and it only puts me at 93%. Do I have to get the 5th ammo upgrade to fire it or am I doing something wrong?

You need to get more heavy weapon ammo. All the upgrades do is give you the ability to cary more ammo. In order to get it up to 100% you need to fin ammo from heavy weapons ammo crates.

Ooooh alright I thought it ran on power cells thanks man.

It does run on power cells, but like Nickjnp said, you need to hit at least 100% to fire it once.

With Heavy Weapon 6/6 upgrades and the armor that gives +10% heavy weapon ammo, you can get it to 200%.

Some additional info that may be of use: "stand well back from target area".

OT, but that didn't help the soldiers who fired the Davey Crockett.  To be able to hit a target with it they had to be within the range of the ensuing fallout.
