You can smell the ambition on her, just like you can with the Illusive Man, and also like with the Illusive Man it's not an entirely good smell. Of course if ambition is a trait you prize highly you are going to like Xen, and also the Illusive Man.
Opinions.
So I would trust Xen more than Timmy, not that you will be more free or safe working with Xen compared to the Council and especialy not Cerberus. It's probably best to include her on the list of powerfull people that it's best to keep a good relation to in case you will need them one day.
I feel like Xen is more politically conscious than TIM too. She strikes me as someone who is very aware of the way the wind is blowing. I don't think she would ever make a move against the Admiralty Board unless she was absolutely sure the time was right. Otherwise she'd much rather bide her time.
Whereas TIM will always try to make what he wants to happen happen, some way, somehow. If people get in his way he will do some pretty destructive sh*t.

Unfortunately, it's bascially guaranteed that at least some would. There'd be a whole lot more rationalizing verbiage tossed around, and their numbers would be far fewer, but exist they would.

She is either insane, or has a wicked sense of humor, as exemplified by the experimenting on her toys comment. At first I thought she was joking and Tali just missed the point, and if that's true, she's more clever than insane. But if she wasn't joking, then...I'd say she's lost her marbles.

That doesn't sound insane to me. In fact it is quite rational. A large army and the willingness to use it would indeed guarantee the quarians a Council seat or at least an equal amount of respect and weight on the galactic stage. The only thing the races of the Milky Way respect is power.

If what she said about her childhood toys was true then Xen is probably a genius. Intelligent children frequently 'destroy' their toys when they are young because they're often curious to see how they work.
