Also when i did the second install i made sure eachDLC item fully downloaded and installed before i started just incase that was a cause since i normally had them all downloading at once.
Yeah. It would at least be worth deleting all the DLC and clearing the cache, then letting the game redownload.

have you checked to make sure you do not have them on hold in place?
