I saw on the wiki you could do this to improve morale, but when I talk to the three militiamen sitting in there I don't see anything about it. No cutscene dialogue, just the popup text stuff.

talk to lloyd to get free beer, they even tell you to talk to him to get free beer, how you get the beer is up to you

You have to talk to the militia on the left as you face them before you get the quest. If you click on any of the orther two, the quest won't start.

I always talk to the militia, intimidate Loyd into joining the militia, then get Bella to serve free ale once Loyd is gone.

I intimidated Lloyd first, so maybe that's why I wasn't able to do it. The wiki said you can talk Bella into giving them the booze, though.

If Bella takes ownership of the tavern she'll give the Militia free booze, as well everything in the store for you.

No, it doesn't matter who you talk to first. Quest will start as soon as you talk to the right militia. Although if you've already conv.ed or intim.ed Loyd in to defending the Village, the quest obviously won't start as he'll be waiting outside ready to defend the village. I don't think you can get Bella to take over unless Loyd dies defending the village, so it sort of pointless getting her to take over as it'll be too late by then. Morale boost really has no impct on the battle, it just gives the PC extra exp. points I think.
