I find myself wondering about what is categorized as power damage for soldiers.

After some reading, I have seen on the wiki that the bonus commando gives effects basically everything including your ammo powers. However reading forums, they tend to only suggest it effects only conc shot.

If the wiki is indeed correct about the ammo powers being effected, would power damage gear such as blood dragon armor increase the ammo powers as well?

Yes I believe so. Your power damage increases your ammo powers but only for what the powers are effective at. So disruptor ammo with blood dragon armor would kill shields faster, but once it reaches to health of an organic, the power damage will not help.
