See, I think the fact that Tali remains largely unchanged is actually a big, unstated part of her popularity.
ME2 is the trilogy's middle volume, and is therefore given free reign to be dark and leave loose ends (see also: The Empire Strikes Back, The Dark Knight). The returning characters are largely not the people you knew--Garrus is harder-edged and more violent, Ash/Kaidan hates you, and Liara has done a total 180 from innocent researcher to obsessed investigator (admittedly, this last one was not executed well, but as someone who romanced Liara, I understand that, had they gotten it right, we would have seen weapons-grade heartbreak of the best kind). Wrex is doing pretty well, but you hardly see him. A lot of the new squadmates are drawn from grimmer, more squalid slices of galactic life.
Then in comes Tali, who's basically the same girl you've always known. She hasn't been broken or hardened in the way your old friends have, and she's a lot happier and/or less morally ambiguous than the majority of your squadmates. In short, she's one of the few points of light in a very dark chapter of Shepard's life. And that is a big part of her appeal. Yes, she's a shy, vulnerable, nerdy girl with a nice behind, but I'd say that BioWare put her in for more reasons than just that.
