For Shepard, the burst fire "bullets" travel like snails (especially when you're a Soldier or Infiltrator using a time dilation skill). An enemy will get hit by the first bullet, glance back, and dodge the next two like they were in the Matrix.Jackal904 wrote...

I wouldn't say the default sniper rifle is better than the incisor, as the incisor is better at removing shields/barriers, but the widow and Viper easily are better. The enemies don't flinch when hit by the burst fire hits their shields so accuracy isn't lost on that.Costin_Razvan wrote...

That's only a problem if you aim or only headshots. Like I said, it's something more for stripping defenses than oneshotting an enemy. Then you should look up at the stats for Incisor then. It has a base damage of only 53 ( for each shot, totaling for about 159 for the total of three ) even with the 25% damage bonus the Incisor has ( giving the Incisor a maximum of 67 per shot and a total of of 201 ) against Shields and Barriers it still falls short compared to the 236 Damage of the Mantis.
That's not factoring headshots. When you using the Incisor you have a high chance that not all your bullets will hit head of your target. Also while the Incisor does indeed allow you shoot 15 times before you run out of ammo compared to the nine times of the Mantis it is harder to come by ammo for the Incisor ( especially on insanity ).
It's a problem the Viper also suffers in terms of ammo. I found it easier in my playthroughs to keep my Mantis and Widow over half ammo then it was with my Viper. And although I can and do aim headshots with my Viper it is far less effective to do so then with my Mantis.
That's only a problem if you aim or only headshots.
Any player who has played a shooter for a decent amount of time will always take headshots first. Headshots deal a LOT of damage, especially with the 50% upgrade damage for it.
