I recently installed the Combat Tweaks mod, but I uninstalled it because I didn't like the -10 haste mana regeneration penalty.  It seemed I still got the -10 penalty instead of the default -3, so I uninstalled and reinstalled the whole game and the toolset, but I still have the -10.  When I look in the toolset and click on spell_constants_h, I see that HASTE_MANA_REGENERATION_PENALTY = -10.0f.   The default should be -3, right?  How do I change this?  I create a local copy of spell_constants_h and spell_modal and compiled, but that doesn't seem to help.

are you sure you're not getting fatigue and regen penalty mixed up? haste has a -3 regen penalty AND a 10% fatigue penalty: http://dragonage.wikia.com/wiki/Haste

EDIT: reread your post, doesnt look like youve got them mixed up. never mind, ignore me. needs to be a scripting question this, but probably you just need to compile and post to local (right click resource, export without dependant resources). ensure you're in the single player module for it to post it to the correct toolsetexport directory in override. you should check where it puts your output and check its output the right thing. should be a .nss file i think.

If i uninstalled and reinstalled Dragon Age, why is it showing up as -10? Shouldn't HASTE_MANA_REGENERATION_PENALTY = -3.0f? I'm almost at the point of reinstalling Windows! Can you look in your toolset and verify this?

Check and see if you have a "denl_combattweaks" folder in your Documents/Bioware/Dragon AGe/Addins folder and delete it.  When you uninstall I don't think it gets rid of stuff in your my documents folder that wasn't installed by the game, so it could still be using the mod files.
