How many intelligent species in the universe?

During the release of ME1 someone from Bioware stated that their would not be a lot of intelligent life in the universe akin to how the Star Wars universe has countless intelligent life, as it "would be to diluted".  My own words to paraphrase from what I took from the article.

As I have neither the time or resources to look it up, take it as face value as you wish.

The facts remain as of ME2 we were given 3 new species the Vorcha and  Drell and one new species from the news network.  The Vorcha up for debate if they are intelligent or not but that is another topic for discussion.

So how many intelligent species do you consider until "the glass is full"?

I would have to say not more then 10 as that would be getting to much on the Star Wars side.

A dozen existing intelligent species at different stages of civilization in the same time-frame, I'd say.

Depending on how much/little you want to split hairs, there are already at most 16 established.
Four are debatable:  Collectors (possibly extinct, not entirely a biological species anymore), rachni (possibly extinct), geth (not a biological species), and vorcha (not very intelligent).
I'd say 20 is reasonable.  Not so many that you're in Wars/Trek territory, but with room to introduce a few more.

IIRC Barla Van (volus banker / shadow broker employee in ME1) mentions that there are dozens of species on the citadelx. That pushes the number to 24+
