Soldier.  Between Adrenaline rush, switchable ammo types, and his ultimate assault rifle he's basically unstoppable.  Throw in a full pallet of squad powers to decide from and you have one badass mother****er.

One shot kills are overrated anyway. Especially considering any enemy you can one shot kill, you could aslo run up to and melee to death without coming close to dying.

Now I know I'm doing something wrong. On Insanity, I can't even pop up long enough to empty a Locust clip without being close to dying. I can't imagine running up to people to melee them.

Are you doing New Game+ Insanity?  At least in the beginning, it's much harder than starting a new character on Insanity.

I did both. Yeah, the enemies scale to my level (30) with NG+, but I honestly ran around and purchased as many SR upgrades at the beginning (and my skills were already maxed out) so it wasn't too bad. Think I picked up 2-3 SR damage upgrades just from the stores of Omega and the Citadel? Which in turn led to me unlocking the AP SR upgrade...or something like that.

Miranda on my team for the 15% damage boost (and because of that ass - yeah I tapped that), and my N7 armor tailored for max damage/headshot damage output. I didn't go through a playthrough with the new Kestrel armor yet, but I think that would add another 5-8% damage. I don't think that's enough to one-shot mooks with the Widow without cloaking first, but again haven't tried yet.

Not that I'm complaining - actually prefer it this way, as it's more tactically interesting. Just means I have to use a squad-mate's Incinerate/Warp/Reave first before I take out the same target with my Widow. Then while my squad-mate's powers are on cool-down I cloak, flank and legitimately one-shot a third mook. Repeat.

The one thing I CANNOT do is just run out into the open to chase a guy down and elbow him to death. I don't see how that's possible on insanity.

Death elbow is only practical with Soldier/Vanguard.

You can effectively use the elbow of death with cloak.  This might warrant further testing, but melee attacks don't drop your cloak as quickly as shooting with a gun does.
