I modded my INI file too give me all armor pieces at the start of the game, this used to be working just fine all I did was change the Plot Flag= to 1 for all of them now this does not work even worse all more old character I bought the pieces with do not have them what is happening? 
Only thing I could think I have done was over write the INI that came with the patch with my modded INI from game release.
