mostlikely, but considering its just a patch it will just make biotics do more damage to shield/armor in general so you don't have to soley rely on your weapon

Who said its a patch? Thats just speculation at this point.

There's exactly two options:

1. It's a patch affecting the entire game.
2. It's an upgrade. However this would mean they fixed the "New game+" so that upgrades are now carried over to the new game; If you read the description of importing a ME2 character into a new game, it actually says that oyur upgrades are carried over, which they are actually not atm. So => Bug

The third possible option would be a new bonus power, however this would require a new Squad Member and they already said there won't be any new Squad Members which rules this possibility out.

I think they should release a dlc or patch to increase the level cap

I can't wait for the Adept buff. She said in her twitter recently that every class benefits from it, but it specifically helps Adepts.
I think it's a new move that was quickly shown in the trailer.
