Steam stats show the majority of people already has DX10+ cards - and if the trend continues, by the time of DA2 release a lot of those people will be running a DX10/11 capable OS.
Also, consider the chicken and the egg. If there are no games pushing the boundaries of PC technology, people will wait a long time before upgrading.

Exactly, the combat in Deus Ex is what makes the game great. The combat in Baldur's Gate 2 is probably the best D&D combat ever in a videogame

The main reason ME2 was like that is because ME1 was like that.
I see no particular reason why DAO's sequel would be like that.
Oh and it is a RPG. If the main character had the depth of a spoon that is your fault...just sayin'
