If the white haired woman is an older Morrigan, the new "dragon powers" could be the result of learning the powers of Flemmeth, who could become a dragon herself. I will admit that the more important question is, "Where is the New God?"
That child with the powers of an Old God definitely needs to be part of DA2. If its not, I will be greatly disappointed.

The Morrigan" is an often manipulative goddess in Irish Mythology. As many of the names in DA:O are taken from ancient Irish names and Morrigan's personality is often spiteful and callous, it is likely she was inspired in some way from this Irish legend.
Morrigan is an Irish name meaning "great queen". Morrigan shares her name with the goddess of war and death of Irish mythology who often took the form of a crow. The Morrigan of Irish lore appears as both a young and beautiful woman as well as an old and ugly one.
Maybe that concept art is the "old and ugly one". Though Morrigan being that character doesn't really get the shock feel that was suggested neither does it being Flemeth, and I am 99.9% sure Wynne doesn't turn into that, so I don't know anyone in Origins/Awakening who fits that bill unless the Architect turned Velenna or her sister into that.

Devs already confirmed Mike Hawke is not Morrigan's son, so take that for what its worth. That should raise your hopes.

the more i think about it the less i believe that morrigan or the child will be in DA2
they already going the mass effect way so i guess they will follow that approach and so i think that maybe some cameos but no Morrigan she will probably return with most of the DA:O companions in DA3 just like ME3
so maybe this will be some kind of buildup to a final Battle wich will take place during DA3
just some speculation but it makes sense to me, why else abandon all companions

Morrigan's child from the DR would be too young for it.(It's been hinted that the 10 years start before the blight is over. If so, that would make Morrigan's child about 9-10 at the end of DA2.)
With that said, the woman does bear a striking resemblance to Morrigan.(Not many people have that color of eyes in DA. None in fact other than Morrigan and Flemeth.)

I though it said "the story will take place over 10 years" not "its been 10 years since Origins". Besides its a demon baby with the soul of an Old God, who knows how fast they mature?
