There's been no release date given for any region, and the game is still in development so the system specs can and likely will change, hence no details given. DA2, however, does use a tweaked version of the DA engine (I've completely forgotten the name, is it Eclipse?) so I would expect it to have the same requirements as DA at a minimum.
