Yes this is a bug, I found this out on another play through. FYI I was able to get the key to release Sten by grabbing Lelianna and then going hostile on her again, she then gave up the key. Hope this helps.

you did not destroy it, my friend. I have the same glitch. i tried to recreate this and you can not destroy plot items and vendors won't buy them because when you go to a vendor, you can't even see your Plot items so you couldn't have sold it by accident either.
i really wish someone could help us out here..
