Think like a General to me means RTS.
Fight like a Spartan could be anything.

It will be like Fable.
Isometric view gone, turn based gone, over the shoulder mass effect view with real time swinging and some minor tactical elements. Skills will also be streamlined, as will equipment. We will use a scanner to search for crap to upgrade our keep. Our main character will look like a generic gap underwear model and sound like a generic hero from generic land. Also it will be a make-your-own-story game, with very little differing moral tree's and practically non on the main story.

Or it could be exactly like Dragon Age: Origins.
With a better third-person camera and a more integrated talent system.
