In any case, I suspect you may be misinterpreting. As Datenshi92 said, the console versions had a lot more flaws than the PC did, and therefore required more of a focus. That's not the same as developing on the consoles then porting to PC though.

They've stated on multiple occasions that technical limitations were the biggest reason. And it hasn't been entirely scrapped anyway, again as Datenshi92 mentioned. What are you comparing it to...DAO? Remember that they didn't have to build a game engine from scratch this time, and that they started working on it before DAO was released. I will say, though, that they have gotten a lot of feedback, not only on DAO but also the ME games, and they're not going to ignore it out of hand.
If they don't change something you think should be changed, or do change something you think shouldn't have been changed, it's not very reasonable to always chalk it up to bending to pressure from execs, or pandering to console players, or whatever else. They are professional game designers, and quite capable of making their own decisions. Some of them may not be the decisions you or I'd have made, but they're the ones who are qualified to be making them in the first place. Maybe our views don't actually reflect the vast majority of the playerbase, as we sometimes want to think. Maybe our great ideas aren't so great in practice. Maybe we don't have to deal with the harsh cruelties of reality when we're imagining these things, but they do.
