Basically, in the Epilogue pack, you get a new set of missions in your journal. In each one, you 'drop off' a squadmate. You get one last dialogue with them, which allows the player to get a better idea of where these characters are headed in ME3. And these epilogues can be different based on your decisions related to their loyalty quests.
Examples: You take Tali back to the flotilla(if she was not exiled), otherwise she might go back to the citadel to help quarians on pilgrimage. Garrus might head back to C-Sec if you convinced him not to kill Sidonis, or he might go back to Omega to continue his crusade. Jack might go to Omega in any case, but she can be a little less violent and ruthless if you convinced her not to kill Aresh on Pragia.
Also, as another feature, you can elect to keep 2-6 squadmates on the ship, and they will definitely show up as squadmates in the next game. This allows for customization of your squad before you even start ME3. And everyone can be appeased. All those that want Tali, Garrus, Legion, or even Zaeed back in their squad in ME3 can do so just by asking those characters if they will stay with you. Obviously if they are not loyal, they won't. And maybe there are some characters(Morinth anyone?) that won't stay with you at all, despite whether or not you ask them. An maybe some will only stay with you if they are LIs. The possibilities are numerous.
This way, you know where every character is going to be, and the beginning of ME3 doesn't have to be so in question when it finally released.
