Or he simply could have escaped Lothering and the blight whiile young and have been inducted into the Circle at Kirkland. . .

I thought the Circle had ways to find magic users, which is how they pick up kids with potential. Or maybe they will just retcon that.
They don't. Other people find them.
They can track them with blood samples though.

...will the story differ? For instance, if you choose to make Hawke a mage will there be an explanation of how s/he avoided the Circle of Magi?
I sure hope so. There is no reason not to make the RP and gaming experience between each class even more different than before without the race choice.

By not performing magic in public?
But at a young age it seems that they cannot control their magic (Wynne, Connor, etc) . That's why they're sent to the Tower (one of the reasons anyway) so they can learn to control their magic.

...but I wanna be an apostate and thumb my nose at the Chantry. There's probably a reason why my favorite characters in DA so far are Morrigan and Anders ><

Another possibility is that, though there are no origin stories that we know of in DA2, perhaps there are sorta/kinda origin stories for each class WITHIN Kirkland. I doubt it, but who knows?

the Free Marches could have totally different rules on Mages, compared to Fereldan or Orlais.....
which would be epic, cuz being slapped with the Circle/Chantry/Templar thing really sucked....

When they say that this will take place over ten years, I'm guessing there will be a Fable sort of intro section where he/she is young and "chooses" a class.

Morrigan lived in a swamp, and Anders was always on the run
Hawke is a PUBLIC HERO. So he has to show off his magic in public, and then Circle realizes they have no records of him. And then the Chantry finds out and sends Templars. And since Hawke is such a big hero he can't run off into the woods can he?
Hawke will be forced to become part of the Circle one way or the other, nothing else explains how he can rise to power without being harrased by Templar always at every turn

I'm not saying it's necessarily going to happen

As others have mentioned, there's nothing anywhere saying the Circle or Chantry have power in the Free Marches.
If anything Lore might suggest they wouldn't. The Tevinter Imperium, which shares a border with the Free Marches, has the Imperial Chantry not the Chantry of Andraste.
(according to the wiki linked, the IC isn't as hardcore about magic users.)
And maybe that's part of the "choosing your destiny" aspect of the game. Keep in mind they only said the game wouldn't have Origin stories. Never said there couldn't be missions and substories based on your class. Maybe MageHawke has to face off against the Circle.

That actually could be interesting......a recurring antagonist could be a Templar pursuing you, even if you were a "public" hero of sorts.....
