If the game does indeed use the dialogue wheel system (without support for the current system) then chances are no, we won't see a toolset.

This new dragon age, could see alot of our great modders leave, which would be a huge shame and a bit of a stab in the back to the great work alot of them have done on DA:O.
Bioware got to becarefull, in the desire to get more people to get this game, could end up driving away the people that make past end game the best.
