I'm curious as to what the general attitude toward mages is in the Free Marches. In Par Volen, mages are caged animals. In Ferelden, mages are locked away for the safety of the populace. In the Imperium, mages seem to be the top tier of society. How do the people in the Free Marches see those who have been blessed/cursed with magic? Is there even a unified policy at all or does it vary by city-state?
Could a writer comment on how mages are treated in the Free Marches, please?

It probably varies by city-state. There is no central government to issue unified policy, as far as I know. I imagine that mages are welcome in some city-states more than others.

Free Marches is a Democracy? Does it reveal that information in a codex in DAo or something?

What's your source for this? According to the DA wiki, Navarra used to be a member of the Free Marches and it is definitely not a democracy.

This seems likely to be the case. It's still all speculation until someone like Mr. Gaider gives us a definitive answer though.

the key phrase is "used to be" it seceded b/c it could not accept the democratic philosophy. shortly after texas broke away. and right before frederick county broke off of maryland.

How mages are treated in the Free Marches depends on what's convenient for the writers.
In Dragon Age, the Rite of Conscription allowed them to make Mages or other criminals immune from legal retribution for the sake of the plot, and I suspect they'll come up with whatever they need to make DA2 work.
I mean really, do you think that the zealous templars who lock up mages and believe that they are the most dangerous entities in the world CARE if you were a warden or not?
