Well, Hawke is an apostate, and as mentioned earlier, the Free Marches are an area where the Templars have little power in. Kirkwall is a city inside the Free Marches, so Hawke (if you choose that he/she is a mage) will be able to roam around the Free Marches with little to no Templar interference. Also, it was mentioned before that Hawke's father was an apostate that taught both him and Bethany magic (if your character will be a mage), so Hawke would not have a phylactery which would allow him to be tracked.
Though, in one of the story dev diary, there was a clip mage Hawke and Carver talking about Templars in a way that implied that they were hunting Hawke, which means we may still see Templars hunting Hawke as a side quest for the mage class or as a companion quest for Bethany when we finally get our hands on the game.
