Yeah, but what's in a name? So you choose your own last name, nobody will call you by it regardless. Whatever you or I named our characters, the game didn't really respond to it. The only meaningful responses in-game as a result of your name came if you were Dwarven or Human Noble with their set names, which is understandable. Real character customization IMO involves allowing you to create a character with a unique set of skills and abilities that can't simply become amazing at everything once they reach a certain level (Fallout 3, I'm looking at you).
If anything, I think a set name might be better in certain situations to make dialogue flow better at times. I always thought it would be weird in Mass Effect when my PC would be flirting with Ashley/Liara, and they'd respond by calling him "Shepard". Who flirts with someone and addresses them by their last name? It's just weird.
