Okay I previously owned Mass Effect on the PC. (By that I mean I bought the disk). Now I recently got gifted Mass Effect on Steam so I gave my disk away to a friend. But now I am noticing a lot of slowdowns on the menus. I can't really comment on gameplay as I could never get past the main menu without giving up in frustration. This never occured when I played the game via the disk.
I am running a Windows 7 (x64) and a quad core

Open Steam,
Right click "Mass Effect",
Select "Properties",
Select "Local Files",
Select "Verify Integrity of Game Cache"
If you've got any corrupted ME files, it'll sort them out. If it doesn't work, post back.

You could also try turning off the Steam in-game overlay for Mass Effect. (Also under Properties, General tab.)
