It wouldnt be impossible for Bioware to implement long animated flowing hair however it seems that Bioware thinks that character customization isnt important and wont commit the resources needed to implement it properly.
No, it's just that giving Hawke luscious long flowing locks is a secondary concern of theirs. After, ya know, the VA and the story and the pacing and the level design. Just trivial things, really
That being said, I wouldn't mind long hair if it could be done well. I'm not the world's biggest fan of the FF franchise, but their hair and cloth physics in FFXIII's engine were pretty damn impressive. Though frankly, I'd rather BioWare spend their time on more important things.

The one on my avatar is a bit too thick honestly. It looks nice from certain angles. But that's it.(Not to mention, it's not terribly realistic.)
Somewhere in between would be nice though. Having hairstyles that look like the character doesn't necessarily have baby fine hair would be nice.

No, it looks fine.
Though I think more of the female DA hairstyles as looking too thin. Mostly because I tend to only play females.

I don't know if I'd use long hairstyles even if they were properly flowy and looked awesome, just because I'd spend the entire game thinking about how silly it is to go into a battle with long hair flowing all over the place. I liked the look of characters with long hair in the Final Fantasy games, but they're decidedly less realistic in style than the Dragon Age world.
And if long hair models done by Bioware themselves would look like the ones modders have already made, then forget it. Those over-the-top anime styles look ridiculous enough in a realistic fantasy setting, but then they also clip like crazy and are stiff and unnatural-looking.

Even a moderately long ponytail would put the wearer at risk of being grabbed by the hair, I would think. Anyway, long hair would probably require not only more complex physics for the hair, but also a lot of work to avoid clipping issues with many different armor and models. Hair flows differently depending on what's under it, doesn't it?
It would be kind of fun to see your PC's hair blowing in the wind whether long or short, but it seems like a lot of trouble for something fairly insignificant.
