I have the game loaded with patches.  When I click play on the splash page the program basically shuts down like I never tried to start playing.  Very strange - no error messages or anything, program just closes essentially.

I'm not much of a DxDiag report fan, but one thing really jumped out of there.  Your video driver is nearly a year old now.  How many other drivers are similarly out of date?  (I don't have the patience to root more of them out of all the other stuff in there.)

Have you tried to run the game by using MassEffect.exe in your Mass Effect\\Binaries folder?

I'm having the same problem. Well, from the splash page I can't access the game because the configuration tool will pop up and then shut down. If I get into the binaries folder and load from there, a black screen comes up like it's loading the game, but then it crashes back to the desktop. The only thing I can think is it may be Windows 7 related? I've tried what little troubleshooting tips I can find - on EA's site - but no dice so far

Chris' description of the proper reporting procedure doesn't suggest the DxDiag approach, and his version is among the pinned threads at the top (I quoted him, then he pinned my message).  I wear corrective lenses, and unbroken text blocks are difficult for me to deal with anyway -- such as applies to a large part of the DxDiag report -- therefore, I always used something similar to this next quote (my own this time):

After failing to learn anything substantive that way, since PCs are not *anything* at all like game console systems, it adds another dimension to a question.  That may not be news to you, but many noobs come here for help who have no such idea at all.  There is literally almost nothing that is truly a "standard" between various branded PCs, making the game developers' jobs very difficult, and requiring that warning labels be attached to game boxes for any games with serious requirements. 

Because most of those noobs, and even many of the more experienced gamers as well, will have have misunderstood how to evaluate their PC compared to that game box warning label, we have to start from here.  Please fill it all in (if you have a problem being able to deal with that request, and are in the Bioware Social Sites' forums, do a search for "Basics" without the quote marks, to get a rundown on Windows' built-in component inventory functions).

Processor Manufacturer: AMD / Intel
Processor Name / Type: Athlon 64 / Pentium / C2D / dual core / quad, etc.
Processor Speed:  ?.? Ghz (or AMD Performance Number)

System RAM: ? ? GBs (MBs, if less than 1024 ? )
Video (GPU) Manufacturer: ATI / Nvidia (only those two are supported, PERIOD, so please answer which of them you have)

(And this is only for the raw hardware & driver variations.  Potential software conflicts are far more likely to be game play problems, and developers cannot test for all possible program loads.)
