i wouldnt recommend modding Dragon Age while using steam.. You have a chance of having your steam account banned. But it can be done.

you mean downloading mods? I have lots of mods downloaded. worst case scenario, some might cause bugs here and there or conflict with each other, but I haven't had any problems. since it's not an online/multiplayer game, it should be safe as far as your account goes. just make sure you're downloading from a trusted site to avoid viruses.

Dragon Age is perfectly fine to mod, whether it's a Steam version or otherwise. Pretty much all game mods are installed outside of the Steam directory, and even games where they're not (e.g. Oblivion) work just fine.
