I started my second playthrough ME2 and its not showing my paragon/renegade bonus transfer from ME1; is that suppose to happen or is it a bug in the game?

Afaik you don't get that bonus if you import a ME2 character (even if that character was originally imported from ME1).

You get a bonus of 180-200 renegade/paragon points depending on the level of a MS 1 character but nothing for a MS 2
